Fado is pleased to announce the launch of AFTER THE FACTS, a thoughtful online discussion about performance art in Canada. The invited contributors to this conversation include three artist contributors -- Louise Bak (Toronto), Rachel Echenberg (Montreal), and Kirsten Forkert (Vancouver) -- as well as a moderator -- Paul Couillard -- and a rapporteur -- Ahasiw Maskegon-Iskwew (Gatineau). The participants, have been asked to engage in a sustained and ongoing conversation about various issues and questions surrounding contemporary performance art practice. The discussion can be followed chronologically beginning at http://www.performanceart.ca/after/home.html, where it will continue over the next several months.
AFTER THE FACTS is an exploratory conversation with room for additional voices -- so if you have something to add (text only, please, for technical and webspace reasons), you can post your commentary via facts@performanceart.ca . This feedback will be integrated into the site and, where appropriate, responded to by the invited contributors.

The School of the Museum of Fine Arts (SMFA) is conducting a search for a regular fulltime position in performance art to begin September 2005.
The SMFA seeks a practicing performance artist/educator to teach a range of visually-based performance art classes, in a studio program that focuses on a cross-disciplinary approach to the visual arts. Candidate should be a practicing artist with a exhibition record that reflects experience in multiple aspects of visually-based performance and/or body art, is familiar with both the national and international worlds of live art, who demonstrates a strong grounding in theoretical, historical and practical aspects of performance, and has the ability to address a wide range of performance-related issues at both the undergraduate and graduate level.
This is an entry-level position; MFA or equivalent experience and teaching experience are required; an interdisciplinary sensibility is an asset. As part of the programme of this event there will be panels addressing aspects of performance and theatre that relate to broad themes of risk and failure, the future and generations, events and institutions and practice as research. There will be a ‘platform, soapbox, and propaganda’ station ‘In Extremis: Fundamental(ist)s of Performance’, for the promulgation and dissemination of extreme enthusiasms, radical obsessions, pristine lies and rotten truth. It will be a space to present ideas contemporary, anachronistic, contentious and conformist. We encourage proposals to lead enquiries relating to the concerns of this event, either following the themes suggested below, or generating different areas of enquiry. Also proposals for individual presentations or papers within these panels are invited, each should include a 300 word abstract for a presentation of 20 minutes duration.

We are seeking an artist who comes from a visual art, architectural, or urban studies background, and preferably works across these disciplines as both a practitioner and a theorist. The candidate should work with the city as a site of investigation and develop ways of intervening in urban space. This could be someone who works in the mode of public art or tactical intervention into public debate but more generally, they should work with a problematic of the public and the politics of the public sphere. CSD is a research university that actively promotes and supports creative work within a broadly interdisciplinary arts department that includes studio, computing, art and media history, theory and criticism. Teaching will include both graduate seminars and undergraduate courses, large and small. The candidate will actively participate in the ongoing development of curriculum and facilities. MFA or equivalency and teaching experience required.

CAFKA.05 – Contemporary Art Forum Kitchener and Area is an annual international thematic exhibition of contemporary art, symposia, screenings, and artist talks which takes place in and around Kitchener City Hall. CAFKA is now accepting proposals for the 2005 Forum programming under the theme of X Industria derived from the rich history of the region.
One hundred years ago, in October 1905, the first “Made in Berlin” trade fair was launched. The City of Kitchener, formerly Berlin, was known for its visionary entrepreneurs and its skilled labour, humming with activity in the trades and crafts and following the promise of industrial wealth. “Ex industria prosperitas” is the motto of the City of Kitchener: “from industry comes prosperity.” The region of Waterloo, designated by Statistics Canada as “Kitchener and Area,” is being promoted as Canada’s Technology Triangle, and as a global player in many high-tech research and development sectors: communications, automation, semiconductors, nano-technology and quantum computing, to name a few.
For X industria, visual and media artists are invited to consider the industrial past, obsolete and new technologies and the relationship of labour to prosperity, or the lack thereof, in local and global contexts. International and national artists may wish to propose projects addressing economic issues, the shifting roles of governments and corporations; the increasing gap between the first and third world; moral issues of ownership of natural resources (in the traditional sense or the more modern sense, such as human DNA); bio-technology and commerce; cultural identity vs. mass production; and research areas such as nanotechnology or quantum computing.
CAFKA.05 invites proposals for new or existing works that fit the theme to be installed in and around Kitchener City Hall. Works in all media will be considered. Video artists are invited to submit work relating to the theme. CAFKA.05 will create a video compilation to be screened during the Forum.
Exhibition takes place in and around Kitchener City Hall for 11 days, September 22 to October 2, 2005. Artist Fees paid for Visual and Media Art Projects: CND $2,000 (intended to cover all aspects of mounting including materials and transportation). Video and one-time Performance fees paid in accordance with CARFAC.

1. Invitation to Independent Curators
Canadian independent curators are invited to submit written proposals for an exhibition during the 2005 Junction Arts Festival. The principal aim of the of the proposed exhibition is to bring challenging, ground-breaking and significant Canadian art out on the street and make it accessible to our growing audience of over 100,000 people.
The suggested exhibition shall:
Include up to 6 artists from at least two provinces
Be based on the theme: Transcendence -- to go beyond ordinary limits or powers, to rise above, to transform, to excel.
Adhere to an exhibition budget of $8,000 (excluding curatorial fees)
Fit within the Junction Arts Festival street closure boundaries on Dundas Street West between Keele St and Quebec Avenue.
Run from September 9 - 11 2005, and feature an opening event on September 8 2005.
Preference will be given to site-specific projects which include:
Collaborations between artists of different artistic disciplines, or
Collaborations between artists and other professions, or
Collaborations between senior-level artists and emerging artists.
The proposed exhibit can be located out-of-doors and/or inside local businesses or vacant buildings. A catalogue will accompany the exhibit. The budget provided is intended to be used towards artists’ fees, catalogue and exhibition expenses. A research, curatorial and writing fee of $1500 will be paid for the exhibition proposal that is selected.
Proposals should include:
Project description (maximum 2 pages) including an indication of the locations you intend to use.
Visual documentation of the proposed work (slides, photos, CD, video, cassette, DVD) and biographical information or curriculum vitae of the artists involved.

Modern Fuel Artist-Run Centre is seeking works investigating the notion of silence as a disturbance.
Silence, as charged rather than neutral. Silence in the context of peril, conflict, disquietude. The relationship between the silencer and the silenced—to shut, to mute, to muzzle, to censor. Silence is both a break, a caesura, and a constant, a continuity. Its volume can be louder than words, its infinitude can be both repressive and liberatory. It can be either a product of enforcement or a tactic of resistance. I would prefer not to. It can also be that momentary lull before an outbreak of laughter; the portentous seriousness of silence can be shifted to aspects of play. A quiet state can be both prelude and postscript to a panoply of events: farcical, absurd, traumatic, quotidian, mediatized, global, intimate, sensorial, political, etc. Disquiet is disturbed silence. Silence under tension. Disquiet marks silence as a palpable presence.
Disquiet is initiated by Modern Fuel as part of an entire programming season dedicated to the theme of Silence. This theme enfolds multiple political subtexts-silence as systemic racism, unspoken power over another; conversely, silence conjures up more explicit interpretations such as one-minute-of-silence as remembrance or as speechlessness. Equally, silence speaks to, and of, its antithesis: voice, protest, resistance, song. Silence and speech cannot be catagorized as simply bad and good, respectively or vice-versa, but are located on a dimentional continuum where various degrees of communication are possible. Disquiet fits into and interacts with this contiuum.

Modern Fuel Artist-Run Centre facilitates the presentation and interpretation of visual and time-based arts that explore wide-ranging aesthetics and a broad scope of formal and socio-cultural questions. We encourage submissions both from artists residing within the region and outside these boundaries, and program Modern Fuel Gallery according to a 50/50 split. (Our region spans an approximate radius of 100 km around Kingston.)

AFor the third time Kuopio is the scene for the ANTI –festival from 15th to the 18th of September 2005. The ANTI –festival offers a venue for new and unexpected ideas to be realised in a city environment by means of sound, light or environmental art, performance and live art.
The works will be selected on the basis of applications, the deadline for which is the 11th of February 2005. The platform welcomes applications from artists, designers and art students of all disciplines with new ideas and pieces.
ANTI –festival acts as a forum for radical arts, offering an alternative route for presenting non-commercial art outside the conventional mainstream channels. In choosing successful applicants ANTI gives priority to fresh forms of artistic expression like environmental art, light, sound and installation work, as well as performance art. Festival takes place in everyday places in the city – so far we have used communal buildings and environments ranging from a swimming hall to a railway station from there on to a church and a social welfare office.
THE CONTENTS OF ANTI –PROPOSALS
The Festival seeks to activate 12 previously selected sites/environments either conceptually or through the use of inside/outside spaces. The artist(s) choose(s) a location for his/her/their piece from the ones proposed. It is essential for the proposals to take into consideration the audience and customers that are already present at each location. The piece may also somehow combine various locations.
Being tied to a location is an extremely important factor when it comes to assessing and selecting performance –as well as sculptural works. It is hoped that, on top of the elements already presented in a given space, full advantage is taken of the opportunities awarded by the use of light and sound as constituents of environmental and performance pieces.
THE FORM OF PROPOSALS AND REQUIREMENTS
Proposals must include an application form (work plan max. 1 page) and the applicant’s CV. Technical details of suggested pieces need not be entirely thought through and their development can proceed after the decisions of inclusion have been made. However, the essential idea and the maximum of estimated costs for the piece have to be given precisely already at this stage as the budget for the entire event will be set right after making the selections. The estimated costs must include the materials for the piece, travel expenses and a performing fee. Application form and pictures from the selected venues at www.antifestival.com.
ANTI 2005 -festival locations are: The Red Cross flea market, an outdoor staircase, a record shop, the local bowling hall, a local radio station, a fair trade shop, Lyseo upper secondary school, an allotment, a plywood mill, a crisis centre, a traditional bakery and the local fish market.

11. UPDATE ON BILL C-2

Lawyer Frank Addario, of the Toronto law firm Sack Goldblatt Mitchell, spoke to the Globe and Mail recently about legislation that received first reading in the House of Commons on Friday October 8, 2004. This legislation was introduced as Bill C-2, An Act to amend the Criminal Code (protection of children and other vulnerable persons) and the Canada Evidence Act.
Kirk Makin wrote for the Globe and Mail that:
"Frank Addario, a Toronto human-rights lawyer and counsel for the Canadian Conference of the Arts, called portions of the proposed bill "completely unnecessary." While the CCA supports increasing the maximum penalties, he said, narrowing the criminal defences for a person accused of possession of child pornography will in effect eliminate the artistic-merit defence and "create a nightmare for artists, criminalize artistic expression and put a chill on artistic creation."
In October 1994, Frank Addario successfully defended the art work of artist Eli Langer in the first forfeiture hearing issued under 1993 child pornography amendments to the Criminal Code. Forty works of art and 28 photographic slides of Eli Langer's art works had been seized by police from an exhibition December 1993 at Mercer Union, Toronto, six months after the law was changed. That test case lasted two weeks in court. At one point during arguments, Judge David McCombs was reported by the Toronto Star to have rebuked the crown's assertion that anyone challenging the controversial legislation didn't care about children. Judge McCombs determined that Langer's works had artistic merit and did not pose a risk of harm to children.
Bill C-2 introduced Friday:
- broadens the definition of child pornography to include written and audio works;
- criminalizes works of the imagination;
- criminalizes everyone who observes, or who makes a photograph, film or video recording, of a person who is nude;
- replaces the current defence of artistic merit under which Eli Langer's work was acquitted with new language called the legitimate purpose defence. This defence is subordinate to a requirement that "the act alleged to constitute the offence does not pose an undue risk of harm to persons under the age of eighteen years";
- broadens forfeiture applications to include "voyeuristic recordings".
In the Globe and Mail article, Kirk Makin also wrote that the Conservative Party criticized the proposed legislation, saying it is not tough enough because a defence of artistic licence remains, even if it is defined more narrowly than in previous drafts. Kirk Makin quotes Peter MacKay, the deputy Conservative leader, as saying "The bill could have done away with this defence in its entirety."

12. CALL FOR INFORMATION: "Exact Changes" Center for the Study of Art & Community (USA)

Over the next six months Art in the Public Interest and the Center for the Study of Art & Community will be working together to document arts-based programs that have produced significant and sustained positive impact on their respective communities. The goal of the project, called Exact Changes, is to better learn how these programs have managed to thrive and make consistent, measurable contributions over time. Our intention is to help the growing, but largely disconnected community arts field learn from its most venerable and successful colleagues. We are writing to ask your assistance in identifying programs for this study.
To help you help us we have created a set of criteria to give you an idea of what we are looking for. Understanding that conditions differ widely from place to place, these should be considered general guidelines, not hard and fast rules.
We are interested in arts-based programs or initiatives that have produced one or more of the following outcomes:
- programs of high artistic quality and significant and sustained community impact. By “significant and sustained impact” we mean: change leading to the long-term advancement of human dignity, health and/or productivity for a minimum of ten years.
We know the ten year threshold is a steep one. We are interested in programs that have established themselves as an essential part of community infrastructure. We will leave it to your best judgment as to how this translates in your neck of the woods.
- the development of a sustained support system or infrastructure for the creation and delivery of arts-based community development programs.
- a measurable and indelible increase in awareness of and support for arts-based community development programs as a valuable community resource
- significantly increased investment in the creation and delivery of arts-based community development programs.
As you consider possible study subjects please don’t overlook programs that have been developed in partnership with, or solely by, non-arts entities. Also, we recognize that all good things do not last forever. So, if there is a particularly extraordinary program you are aware of that at one time met the criteria above, but has faded from the scene, let us know about that too.
